TUTT 5: Africa’s Green Minerals Strategy – Critical Minerals, Industrialisation and Decent Work

Africa holds significant reserves of the minerals that are essential for the global energy transition and the expansion of digital and industrial technologies. Yet, the continent has historically captured only a small share of the value created from its natural resources. Raw materials are often exported with limited processing, while technology, manufacturing and many higher-quality jobs are located elsewhere.

The African Green Minerals Strategy (AGMS) offers an important framework for changing this trajectory. It places green minerals within a broader agenda of structural transformation, including local value addition, regional value chains, industrial capabilities, infrastructure, skills, innovation, responsible production and stronger public governance. 

The discussion will explore how Africa can turn its mineral wealth into diversified and resilient economies while creating decent work and ensuring that workers and communities benefit from the green transition.

The Trade Union Trade Talks (TUTT) is a joint initiative of FES Geneva and the Africa Labour Research and Education Institute (ALREI) of ITUC-Africa. This series provides a space for trade unions, policymakers, researchers, international organisations and other stakeholders to exchange knowledge and discuss trade and economic policies affecting African workers, particularly in the context of industrialisation, regional value chains and the African Continental Free Trade Area (AfCFTA).
